Department of Business, Economic Development, and Tourism must submit a report to the Legislature on barriers to creating affordable housing in Hawaii by 20 days before the 2023 Regular Session convenes.

Report must include methodologies for determining what qualifies as "affordable" housing in Hawaii compared to other states and municipalities with similar high costs of living.

Department must consult with the Hawaii Housing Finance and Development Corporation, Hawaiʻi Appleseed Center for Law & Economic Justice, and Hawaiʻi Alliance for Community Based Economic Development during report preparation.

Resolution highlights that minimum wage employees must work 114 hours per week to afford a one-bedroom rental at fair market rates, and notes that current affordable housing formulas may allow homes priced over $1 million to qualify as "affordable" in Honolulu.

Certified copies of the resolution shall be transmitted to the Director of Business, Economic Development, and Tourism and the executive directors of the Hawaii Housing Finance and Development Corporation and relevant advocacy organizations.
