Urges the Department of Education to convene a working group to address Hawaii's school bus driver shortage.

Requires the Superintendent of Education (or designee) to serve on the working group and invites the Board of Education Chairperson, Director of Transportation, and representatives from county transportation departments to participate.

Invites representatives from Ground Transportation Inc., Roberts Hawaii, and other contracted school bus transportation companies to serve on the working group.

Working group must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Provides context that Hawaii had a shortage of 100 drivers out of 650 total positions (over 15 percent) as of August 2021, following nationwide school bus driver shortages related to the COVID-19 pandemic.
