Notes that increased visitor traffic has delayed emergency medical response in East Maui, with ambulance delays linked to rental cars failing to yield to emergency vehicles and visitors needing rescue due to improper footwear or lack of trail knowledge.

References the Hana Highway Regulation volunteer group's efforts since 2016, including a 2021 visitor information pilot project that reportedly achieved a 96 percent decrease in illegal parking and trespassing on private lands.

Requires certified copies of the resolution be transmitted to the Director of Transportation, Hawaiian Homes Commission, Maui County DOT, and representatives of five major landowners including the Department of Hawaiian Homelands, East Maui Irrigation Company, Hana Ranch Partners, Kingdom Come LLC, and Saint Mary's Church.
