Urges the Department of Education to adopt workforce housing models like Koa'e Makana and the Hokuao 201H Housing Project to provide affordable housing for teachers statewide.

Requests the Department of Education to form community partnerships to supply affordable homes, strengthen teacher-community relationships, address teacher shortages, create pathways to homeownership, and support Hawaii's economy.

Cites teacher retention crisis where 51.8% of teachers who resigned in 2017-2018 cited "leaving Hawaii" as their primary reason, with teacher vacancies increasing from 920 in 2016-2017 to 1,029 in 2018-2019.

Directs the Department of Education to collaborate with the Hawaii Housing Finance and Development Corporation and Hawaii Community Development Authority to address affordable housing deficits for teachers.

Requires certified copies of the resolution be sent to the Board of Education Chairperson, Superintendent of Education, and executives of the state housing corporations.
