Requests the Department of the Attorney General, Sheriff Division of the Department of Public Safety, and Harbors Division of the Department of Transportation to collaborate with the Division of Conservation and Resources Enforcement (DOCARE) of the Department of Land and Natural Resources.

Notes that DOCARE employs approximately 100 officers across all Hawaii islands despite having jurisdiction over state lands from mountains to three miles offshore.

Identifies enforcement gaps including illegal activities at Makena's Pu'u Ola'i, illegal boat harboring and sewage dumping at Pokai Bay, illegal aquarium fish harvesting off Kawaihae, and forced closures at Keawe'ula and Ka'ena Point State Park due to lack of trained staff.

Directs that certified copies be transmitted to the Attorney General, Director of Public Safety, Director of Transportation, and Chairperson of the Board of Land and Natural Resources.
