Request for State Auditor to conduct an impact assessment report on mandatory health insurance coverage for early access breast cancer screening as proposed in Senate Bill No. 827, S.D. 2 (2021 Regular Session)

Assessment must evaluate social and financial effects of expanding coverage to include baseline mammograms for women ages 35-39, annual mammograms for women ages 30-50 with above-average breast cancer risk, and supplemental imaging deemed medically necessary

Auditor must analyze impact of federal Patient Protection and Affordable Care Act section 1311(d)(3) regarding costs of benefits beyond essential health benefits in Hawaii's qualified health plans

Auditor must determine number of qualified health plans available in Hawaii (including HMO plans), individual and group enrollment numbers, and actuarial cost of state defrayment for early breast cancer screening

Auditor must submit report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes
