Requests Hawaii Emergency Management Agency to develop a preliminary draft evacuation plan for areas within lava zones 1, 2, 3, 4, and 6, including South Kona and Kaʻū districts.

Plan must address volcanic hazards from Mauna Loa (which has erupted 33 times since 1843) and Kīlauea volcano on Hawaii Island.

Hawaii Emergency Management Agency must submit the preliminary draft evacuation plan to the Legislature no later than twenty days before the 2023 Regular Session convening.

Requires coordination between Hawaii Emergency Management Agency and County of Hawaii in developing the plan.

Directs certified copies to be sent to the Director of Hawaii Emergency Management Agency, Mayor of Hawaii County, and Hawaii County Council members.
