Requests the State Auditor to conduct a performance audit of the Hawaii Information Portal, a state payroll system modernization project completed in January 2019 that replaced a 50-year-old paper-based payroll system.

Directs the audit to include assessment of procedures used by the Department of Health and Hawaii State Hospital related to the Hawaii Information Portal, following numerous reports of complications and at least one substantiated Office of the Ombudsman complaint.

Requires the Auditor to submit a comprehensive report to the Legislature no later than twenty days before the 2023 Regular Session, including analysis of the system, assessment of relevant procedures, recommendations for further action, and any proposed legislation.

Directs certified copies of the resolution to be transmitted to the Auditor, Comptroller, Director of Health, and Administrator of the Hawaii State Hospital.
