State and City and County of Honolulu requested to establish a working group to address stream maintenance responsibilities divided among state, county, and private entities on Oahu.

Working group must produce a comprehensive list of all Oahu streams with ownership and maintenance responsibility designations, and evaluate advantages and disadvantages of private stream ownership.

Working group to assess whether private stream ownership should be transferred to public entities or maintained, and develop improved communication strategies for notifying private owners of their maintenance obligations.

Working group to identify resource needs including funding and staffing levels required for proper stream maintenance and create a maintenance schedule assigning responsibility for each stream section.

Working group to submit findings and recommendations to the Legislature at least 20 days before the 2023 Regular Session convenes and cease operations on June 30, 2023.
