Encourages all Hawaii counties to coordinate efforts to create a special number plate design for motor vehicles commemorating Olympic gold medalist surfer Carissa Kainani Moore.

Recognizes Moore as the first female gold medalist in Olympic surfing history, winning at the Tokyo 2020 Summer Olympics at Tsurigasaki Beach.

Highlights Moore's accomplishments including eleven amateur national surfing titles, becoming the youngest person to win a professional surfing world title at age eighteen, and multiple industry awards and recognitions.

Requires each county to submit a report detailing its efforts, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Directs certified copies of the resolution to be sent to the Mayors, Directors of Finance, and Chiefs of Police of all four Hawaii counties.
