Request Hawaii State Energy Office to convene a working group to examine barriers to installing electric vehicle charging systems in multi-unit dwellings and make recommendations for statutory or regulatory changes.

Working group to examine installation barriers, potential statutory solutions, technical guidelines for associations, cost recovery and capacity management solutions, and shared-use charging system management recommendations.

Working group membership includes representatives from Hawaii State Energy Office (chair), Commerce and Consumer Affairs, Public Benefits Fee Administrator, City and County of Honolulu Department of Planning and Permitting, associations of apartment owners, Community Associations Institute Hawaii Chapter, EV charging industry, transportation electrification non-profits, Hawaiian Electric Company, and Kauai Island Utility Cooperative.

Working group must submit report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Addresses Hawaii's climate commitments including the 2045 zero emissions target and 2021 climate emergency declaration, with over 18,000 electric vehicles currently registered in the state.
