Requests the Public Utilities Commission to examine and consider efforts to mitigate high energy burdens for low- and moderate-income customers, incorporating input from the Consumer Advocate.

Directs the PUC to investigate low- and moderate-income rate discounts, bill credits, direct payments, expanded bill assistance programs, and payment plan arrangements for economically challenged customers.

Requests the PUC examine measures to protect low- and moderate-income households, seniors, and families with infants from service disconnections, including requiring utilities to report annual disconnection numbers due to non-payment.

Directs the PUC to study rate design, program offerings, and community benefits agreements to address energy burden, energy insecurity, and environmental justice concerns related to energy projects, particularly for communities hosting utility-scale projects.

Requires the PUC to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2023.
