Authorizes the Board of Land and Natural Resources to issue a 25-year non-exclusive easement on state submerged lands at Kaneohe, Koolaupoko, Oahu for an existing pier, house portions, rock wall, and landscape area.

Covers 1,898 square feet of encroaching improvements on state lands fronting Tax Map Key (1) 4-4-016:016, with grantee Phillip K. Binney having paid $77,000 in fair market value as determined by independent appraisal.

Easement shall run with the land and inure to the benefit of the abutting real property, permitting use, repair, and maintenance of existing improvements constructed thereon.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources as mandated by section 171-53, Hawaii Revised Statutes.
