Urges the Department of Education to convene a working group to address school bus transportation inequities affecting low- to moderate-income families statewide.

Directs the working group to consider implementing shortage differentials to incentivize hiring more school bus drivers, particularly on neighbor islands and in rural areas.

COVID-19 has reduced the school bus driver workforce by 15 percent and resulted in suspension of at least 30 statewide school bus routes, widening equity gaps between low- and high-income families.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2023 Regular Session.

Certified copies to be transmitted to the Chairperson of the Board of Education and Interim Superintendent of Education.
