HCR 53 Summary

• Requests the Department of Education to establish programs and educational opportunities to increase media literacy and promote digital citizenship for students kindergarten through grade twelve.

• Defines media literacy as the ability to analyze, evaluate, access, and create media, and digital citizenship as encompassing media literacy plus online safety and responsibility with five competencies: inclusive, informed, engaged, balanced, and alert.

• Directs the Department of Education to incorporate best practices, resources, and models for grade-appropriate instruction in media literacy, digital citizenship, and internet safety across all curriculum content areas.

• Identifies the COVID-19 pandemic and increased reliance on digital devices for learning as drivers for establishing comprehensive digital literacy education statewide.

• Requires transmitting a certified copy of the resolution to the Superintendent of Education.
