Requests the Legislative Reference Bureau to update its 1999 report on the feasibility of undergrounding Hawaii's utility facilities, citing new technologies that have made the original study outdated.

Directs the Bureau to compile statewide issues and considerations including alternatives, legal issues, costs, land use, public safety, environmental conditions, aesthetic impacts, and quality of life effects.

Requires the Bureau to discuss relevant changes to federal, state, and county policies and ordinances governing utility facility placement since 1999 and update recommendations for legislative evaluation.

Authorizes the Bureau to recommend establishing an interagency planning group, coordinating existing planning resources, and methods for soliciting input from community members, businesses, and government officials.

Requires consultation with multiple stakeholders including the Public Utilities Commission, state departments, county governments, Hawaiian Electric, Kauai Island Utility Cooperative, telecommunications companies, and environmental organizations, with a report due 20 days before the 2024 legislative session.
