Requests the U.S. Department of Defense Navy to prepare a decommissioning plan for the Red Hill Bulk Fuel Storage Facility, a 144-acre underground fuel storage site located approximately 2.5 miles northeast of Pearl Harbor that sits 100 feet above the Southern Oahu Basal Aquifer.

Requires the Navy to store fuel away from the Southern Oahu Basal Aquifer in compliance with federal and state law, establish a new water treatment facility adjacent to Red Hill, and pay all costs to the State for remediation efforts.

References the November 2021 fuel contamination incident that affected over 3,000 residents, schools, and businesses; the Department of Health's December 6, 2021 emergency order suspending facility operations; and the Secretary of Defense's March 7, 2022 closure order with a 12-month defueling target.

Directs the Navy and Defense Logistics Agency to submit decommissioning and water treatment plans to the Legislature, Department of Health, and Honolulu Board of Water Supply in an expedient manner.

Expresses legislative intent to hold the Navy accountable for costs resulting from the contamination crisis and ensure remediation of the Southern Oahu Basal Aquifer, surrounding land, and Pearl Harbor meets state and federal standards.
