Requests establishment of a Telehealth and Telephonic Services Working Group to evaluate appropriate use of telehealth and audio-only telephonic services by medical specialty and health insurance coverage levels.

Working group membership includes chairs from House and Senate health committees (as co-chairs), Insurance Commissioner, Med-QUEST Division Administrator, Department of Commerce and Consumer Affairs representative, and Director of Health.

Co-chairs are requested to invite representatives from health care systems, health insurers, Hawaii Medical Association, Hawaii Psychiatric Medical Association, and other deemed necessary members.

Working group must review peer-reviewed research on remote care quality outcomes by specialty, Centers for Medicare and Medicaid Services guidelines, and appropriate health insurance coverage levels for telehealth and telephonic services.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
