Urges Marine Corps Base Hawaii to upgrade its sewage treatment plant capacity and add redundancy to components to comply with state permitting requirements for final effluent quality.

Notes that the base discharges approximately 1.5 million gallons of treated wastewater daily into Kailua Bay and exceeded bacteria limitations set by the Department of Health in six instances between August 2020 and February 2022.

Requests the base reestablish its water reuse system to irrigate Klipper Golf Course and expand distribution across the base to reduce potable water consumption and ocean discharge.

Urges all Department of Defense installations in Hawaii to migrate from R2 to R1 treatment standards to maximize irrigation use and reduce potable water consumption and discharge into Hawaii's waters.

Directs certified copies be transmitted to the Commanding Officer of Marine Corps Base Hawaii and the Adjutant General.
