Requests the Department of Land and Natural Resources to convene a working group to examine search and rescue reimbursement policies and public notice requirements for illegal trail use.

Working group membership may include representatives from the Department of Attorney General, Department of Health, county fire/police/EMS departments, land management agencies, prosecuting attorneys, hunting organizations, trail user groups, and trail access advocacy groups.

Working group must determine whether trail users requiring search and rescue should reimburse government entities for costs, under what circumstances, and whether illegal presence on land should affect reimbursement obligations.

Working group must evaluate feasibility of creating and posting a list of legal hikes on county or state websites and whether such a list can serve as proper public notice of illegal trail use for purposes of imposing penalties.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.
