Urges the City and County of Honolulu to establish a new police district in Leeward Oahu to improve police services and law enforcement response for growing communities

Notes that Oahu's population is nearly 964,000 residents and military personnel, with significant portions living in Leeward Oahu communities including Waipahu, Ewa, Nanakuli, Waianae, and Makaha

Identifies that Leeward Oahu populations increased between 2015-2019 and currently experience high crime rates including assaults, burglaries, drug violations, homicides, motor vehicle theft, and sex crimes

Highlights that the current Honolulu Police Department District 8 covers 15 communities and also serves tourists and residents drawn to beaches, resorts, and attractions in the region

Requires transmission of certified copies of the resolution to the Mayor of Honolulu, Chair of the Honolulu City Council, and Acting Chief of the Honolulu Police Department
