Requests the Director of the Department of Commerce and Consumer Affairs and the Contractors License Board to ensure the Board includes at least two members licensed as Specialty Contractors in one of eight structural contracting subclassifications (carpentry framing, masonry, ornamental/guardrail/fencing, pile driving, post tensioning, reinforcing steel, structural welding, or welding).

Requires that the specialty contractor licenses held by Board members be separately obtained rather than automatically issued through holding a General Engineering Contractor or General Building Contractor license.

Directs the Department of Commerce and Consumer Affairs and Contractors License Board to consider establishing an advisory committee focused on structural contracting issues and to evaluate whether automatic issuance of certain specialty licenses to general contractors without additional examination or fees adequately protects public safety.

Requires submission of a report to the Legislature no later than twenty days before the 2023 Regular Session with findings and any proposed legislation resulting from this review.
