Urges the Department of Agriculture to assist coffee farmers in purchasing organic fertilizer to prevent coffee leaf rust.

Notes that coffee leaf rust, discovered in Hawaii and Maui in 2020, has spread to Kauai, Lanai, Molokai, and Oahu, threatening the viability of the state's coffee industry.

Establishes that the existing pesticide subsidy program (established by Act 105, Session Laws of Hawaii 2014) does not cover fertilizer costs, which are equal to fungicide costs on organic farms.

Highlights that maintaining tree health through fertilizer reduces reliance on pesticides and fungicides, which present health risks and are expensive to obtain and store.

Requires certified copies of the resolution be transmitted to the Governor and Chairperson of the Board of Agriculture.
