Requests the Governor create a Citizen Advisory Council on Federal Affairs to improve coordination between federal agencies, state and county governments, and local communities.

Council membership includes representatives from Pearl City, Halawa, Kailua, Wahiawa, and one additional Oahu neighborhood; the Governor's Military Affairs Liaison; Board of Energy, University of Hawaii at Manoa, and Department of Health representatives; and one Hawaiian cultural and one environmental organization representative.

Specifies addition of one Senate representative recommended by the President of the Senate and one House representative recommended by the Speaker of the House.

Directs transmission of certified resolution copies to Hawaii's congressional delegation, Governor, military liaison, legislative leaders, state agency heads, Honolulu Mayor, and neighborhood board chairs for Ewa, Waianae, Kailua, Aiea, and Waimanalo.

Addresses federal agencies' significant impact on Hawaii through military bases controlling approximately 150,000 acres and employing about 20,000 civilians, plus federal employment in postal service, airport security, corrections, and law enforcement.
