Urges the Board of Land and Natural Resources to rename Russian Fort Elisabeth State Historical Park in Waimea, Kauai to "Pāula'ula," the traditional Hawaiian place name for the site and location of King Kaumuali'i's royal compound.

Directs the Division of State Parks to develop new interpretive signs, brochures, and websites available in both Hawaiian and English that primarily reflect the history of Kauai's ali'i nui and the site's multicultural history.

Requests the Division of State Parks collaborate with the National Park Service to update the National Historic Landmark designation to incorporate the Hawaiian place name and recent historical and anthropological research.

Provides historical context including King Kaumuali'i's 1815 appropriation of the Russian ship Bering, the 1816 secret treaty between Kaumuali'i and German physician Georg Anton Schäffer, and the fort's construction and subsequent Hawaiian occupation and use from 1816-1864.

Requires certified copies of the resolution be transmitted to the Secretary of the Interior, Director of the National Park Service, Governor, Board of Land and Natural Resources, Office of Hawaiian Affairs, Division of State Parks, and county mayors.
