Encourages the City and County of Honolulu to expand and improve services at the Waianae Convenience Center, the only refuse disposal facility on Oahu's west side for bulky items and waste.

Requests the Department of Environmental Services Refuse Division consider increasing the number of bins and hiring additional staff, including refuse vehicle drivers, to address current service deficiencies.

Identifies extreme wait times of up to three hours for residents using the facility, creating unsafe conditions for transporting heavy loads and traffic congestion affecting neighboring residents' access to mail delivery and their homes.

Cites inadequate staffing levels and insufficient refuse bins as contributing factors to increased illegal dumping on the Leeward Coast and west side of Oahu in recent years.

Directs certified copies of the resolution be transmitted to the Mayor, Director of Environmental Services, and Chief of the Refuse Division of the City and County of Honolulu.
