Urges the Honolulu Chief of Police, Honolulu City and County Prosecutor, Hawaii Attorney General, and United States Attorney to conduct a thorough investigation of the February 15, 2022 murder of Linda Johnson at the Kapolei Police Station, which was committed by Michael Armstrong, a previously incarcerated individual with a psychiatric history who had just been released.

Requests that the aforementioned officials research the impact and consequences of releasing prisoners with extensive prior criminal histories to prevent similar tragedies in the future.

Requires submission of a report containing findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

References Hawaii's constitutional obligation to protect and preserve public health and welfare and the historical Hawaiian principle of "Ke Kānāwai Māmalahoe" (Law of the Splintered Paddle) regarding servant leadership and caring for the people.

Directs certified copies of the resolution to be transmitted to the Speaker, Senate President, Governor, Department of Public Safety, Honolulu Police, City Prosecutor, State Attorney General, and United States Attorney.
