Establishes a Land Transfer Task Force composed of legislative leaders, Hawaiian Homes Commission leadership, and Department of Land and Natural Resources leadership to review potential land exchanges between the two departments.

Task Force is directed to inventory lands under the Department of Hawaiian Home Lands' jurisdiction (approximately 60,000 acres of conservation land) that may be better suited for the Department of Land and Natural Resources, and vice versa.

Task Force must determine the process and identify challenges and remedies necessary to facilitate transfers of appropriate lands between the Department of Hawaiian Home Lands and the Department of Land and Natural Resources.

Task Force is required to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Task Force dissolves on July 1, 2023, and both departments are requested to provide necessary administrative support to the Task Force.
