Requests the Department of Land and Natural Resources to establish a task force to develop plans and strategies for statewide flood mitigation.

Task force must discuss and develop plans and recommendations for watershed management in Hawaii over the next century, with primary focus on flood mitigation.

Task force composition includes the Chairperson of the Board of Land and Natural Resources, Director of the Office of Planning and Sustainable Development, planning directors from each county, and one representative each from the House and Senate.

Task force must submit a report with plans, findings, and recommendations to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Task force dissolves on June 30, 2023, and the Department of Land and Natural Resources must provide staff support and prepare the report.
