Urges the federal government to develop a comprehensive national biodiversity strategy to address the unprecedented biodiversity crisis threatening approximately one million species with extinction.

Calls for the strategy to set ambitious goals for protecting biodiversity, including conserving at least 30 percent of U.S. lands and waters by 2030.

Requires the strategy to address local stressors controllable at the federal level including sediment and nutrient runoff, invasive species, and unsustainable harvesting practices.

Mandates coordination among federal agencies, state and tribal governments, indigenous communities, private landowners, and nongovernmental stakeholders in developing and implementing the strategy.

Directs transmission of the resolution to the President, congressional leadership, and Hawaii's congressional delegation.
