Directs analysis of effects of payment reforms and capitation payment models on primary care physician practice costs and their contribution to Hawaii's physician shortage.

Requires separation of "medical management" administrative costs from actual healthcare provider payments to reveal true administrative expense levels.

Authorizes the Legislative Reference Bureau to investigate other relevant issues related to the Trust Fund's financial operations.

Requires submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
