Requests the Department of Commerce and Consumer Affairs to conduct an analysis of the scopes of practice for advanced practice registered nurses and physician assistants in Hawaii.

Directs the department to analyze whether scopes of practice should be expanded in six specific areas: school-based health services, HIV medical care for minors, abortion care, controlled substance prescription records review, Clinical Laboratory Improvement Amendments waived tests, and medical aid in dying.

Authorizes the department to compare Hawaii's scope of practice standards to other jurisdictions as part of the analysis.

Requires the department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Directs certified copies be transmitted to the Director of Commerce and Consumer Affairs, Hawaii Medical Board Chairperson, and State Board of Nursing Chairperson.
