Urges the United States Congress to schedule a Congressional Oversight Hearing to investigate the State Historic Preservation Division of the Department of Land and Natural Resources, particularly regarding its failure to adhere to and enforce state and federal laws.

Requests amendment of the Native American Graves Protection and Repatriation Act to require free, prior, and informed consent of Native American Indian Tribes, Alaska Native villages, and Native Hawaiian organizations before approving development projects.

Documents systematic underfunding and mismanagement of the State Burial Sites Program, including failure to implement corrective actions recommended by auditors in 2002 and 2004, and noncompliance with state and federal law from 2005 through 2021.

Notes hundreds of ancestral Native Hawaiian remains currently in the State Historic Preservation Division's inventory stored in inadequate conditions for years and decades, in violation of National Parks Service curation standards.

Directs transmission of certified copies to the U.S. Senate Committee on Homeland Security & Governmental Affairs, U.S. House Committee on Oversight and Reform, Hawaii's congressional delegation, and relevant state agencies.
