Request the Office of Information Practices (OIP) to convene a working group to develop a statutory standard for treating deliberative and pre-decisional agency records under the Uniform Information Practices Act (UIPA).

Working group composition consists of seven members: three from public interest groups, three from government agencies subject to UIPA, and the OIP Director or designee who serves as convener.

Working group tasked with examining Hawaii law, practices in other jurisdictions, and recommendations to balance public disclosure interests against agency decision-making needs.

OIP Director required to report working group findings and recommendations to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Certified copies to be transmitted to the Governor, OIP Director, Civil Beat Law Center for the Public Interest, League of Women Voters of Hawaii, and Common Cause Hawaii.
