Medicare for All would provide national health insurance without copayments and deductibles, covering prescription drugs, hospital visits, surgical and outpatient services, primary and preventive care, emergency services, reproductive care, dental and vision services, and long-term care.

Identifies that non-medical expenses under a single-payer system could be reduced to approximately 6-8 percent of total health care costs, potentially saving over one trillion dollars nationwide.

Cites COVID-19 pandemic impacts, including record unemployment and loss of employer-sponsored health insurance for hundreds of thousands of Hawaii workers, as justification for universal health care coverage.

Requires certified copies of the resolution be transmitted to each member of the United States Congress and Hawaii's congressional delegation.
