Requests the Hawaii Council for the Humanities, State Foundation on Culture and the Arts, and Hawaii State Public Library System to collaborate in establishing a Hawaii State Poet Laureate Program.

Program may include periodic appointment of a Hawaii poet laureate, promotion of reading and poetry appreciation, literary and poetry workshops for students and communities, and gatherings of writers, poets, storytellers, and musicians from Hawaii's multi-ethnic cultures.

Directs the State Foundation on Culture and the Arts to submit a report on collaborative efforts, findings, recommendations, implementation plan, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Authorizes transmission of certified copies of the resolution to the Executive Directors of the Hawaii Council for the Humanities and State Foundation on Culture and the Arts, and the State Librarian.
