Public Utilities Commission requested to explore feasibility of relocating above-ground electric transmission and distribution lines underground in high-risk areas on Maui through its docket process.

Assessment must include amortized costs of relocating lines, risk of damage from high winds, wildfires, or other historically-occurring natural adverse events, and projected sea level rise risks.

Assessment must evaluate risks posed by above-ground line damage, including potential for igniting wildfires and causing road closures that block access to critical infrastructure such as hospitals.

Public Utilities Commission must submit a report to the Legislature no later than 20 days before the 2023 Regular Session convenes.

If relocation is deemed feasible, the report must include proposed plans and associated deadlines for the underground relocation project.
