Urges the State of Hawaii to strongly encourage development and deployment of zero emissions interisland transportation to support the state's carbon negative economy goal by 2045.

Requests the Department of Business, Economic Development, and Tourism and the Department of Transportation to accelerate efforts in developing and deploying zero emissions interisland transportation.

Directs multiple departments (Business, Economic Development, and Tourism; Transportation; Land and Natural Resources) to plan for necessary infrastructure including charging facilities, docks, and other support systems for zero emissions interisland transportation.

Identifies Hawaii's island geography and advances in electric aircraft and watercraft technology as making zero emissions interisland commuting feasible and scalable for people and cargo.

Transmits certified copies of the resolution to the Governor, Director of Business, Economic Development, and Tourism, Director of Transportation, and Chairperson of the Board of Land and Natural Resources.
