Department of Business, Economic Development, and Tourism (DBEDT) is requested to submit a report to the Legislature on barriers to creating affordable housing in Hawaii.

Report must include information about methodologies for determining "affordable" housing in Hawaii compared to other states and municipalities with similar high costs of living.

DBEDT is requested to consult with the Hawaii Housing Finance and Development Corporation, Hawai'i Appleseed Center for Law & Economic Justice, and Hawai'i Alliance for Community Based Economic Development during report preparation.

Report and recommendations, including any proposed legislation, must be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Certified copies of the resolution shall be transmitted to the Director of DBEDT and executive directors of the three specified organizations consulted in the report.
