Request Department of Transportation to convene a working group with Departments of Land and Natural Resources and Business, Economic Development, and Tourism to examine sustainable transportation solutions including ground-effect vehicles and innovative technologies.

Working group composition includes representatives from DOT Airports Division, DOT Harbors Division, Board of Land and Natural Resources, Business Economic Development and Tourism, Hawaii State Energy Office, a ground-effect vehicle manufacturer, and other invited persons.

Working group directed to examine feasibility of ground-effect vehicles in Hawaii, economic opportunities, infrastructure modifications needed for docks and harbors, workforce development potential, emergency services access, and renewable energy requirements.

Working group must consider cultural awareness and respect for shorelines and waters, public engagement with environmental and community groups, inter-island transportation routes, and sustainability and resiliency measures including carbon footprint reduction.

Working group required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
