Authorizes the Speaker to expend funds appropriated for legislative and other expenses of the Thirty-first Legislature during the interim between the 2022 and 2023 regular sessions.

Empowers the Speaker to contract, hire, or employ personnel and assistance, including designating which House employees receive additional employment and approving employment of individuals prior to the 2023 regular session.

Grants the Speaker authority to establish and approve actions of standing, interim, select, investigative, and special committees, including authorizing meetings, determining committee members and duties, and issuing subpoenas as provided by law.

Requires committees to submit full reports of activities, findings, and recommendations periodically to the Speaker and to the Legislature within ten days after convening of the 2023 regular session.

Authorizes the Speaker to approve the House Journal through the 60th session day, with all interim authorities valid through January 18, 2023.
