Requests the United States Department of Defense and Navy to prepare a plan to decommission the Red Hill Bulk Fuel Storage Facility located approximately 2.5 miles northeast of Pearl Harbor on Oahu.

Requires the Navy to store fuel away from the Southern Oahu Basal Aquifer in compliance with federal and state law, and to prepare a plan for a new water treatment facility adjacent to Red Hill.

Demands the Navy pay all costs to the State and comply with all future remediation efforts to Oahu's environment and water supply following fuel contamination that occurred in November 2021.

Expresses intent to hold the Department of Defense accountable for costs of the water pollution crisis and ensure remediation of damage to the Southern Oahu Basal Aquifer, surrounding land, and Pearl Harbor meets state and federal standards.

Endorses the December 6, 2021, Department of Health emergency order suspending Red Hill operations and directs certified copies be sent to federal and state officials, Hawaii's congressional delegation, and the Honolulu Board of Water Supply.
