Encourages Hawaii's Department of Transportation to develop a holistic management plan with stakeholders to ensure Hana Highway is properly maintained and safe for residents and visitors.

Hana Highway is a 52-mile road with 617 switchbacks, 56 one-lane bridges, and severe drops exceeding 1,000 feet, but lacks adequate guard rails.

Increased visitor traffic has caused delays for the only ambulance in East Maui, illegal parking violations (389 citations issued in 23 days in June 2021), and rescue calls for unprepared visitors.

Requires the Department of Transportation to work with the County of Maui's Transportation Department, the Hana Highway Regulation volunteer group, and major landowners including the Department of Hawaiian Homelands, East Maui Irrigation Company, Hana Ranch Partners, Kingdom Come LLC, and Saint Mary's Church.

Directs certified copies be transmitted to the Director of Transportation, Hawaiian Homes Commission, County of Maui Department of Transportation, and representatives of all stakeholder organizations.
