Requests the Hawaii Emergency Management Agency to develop a preliminary draft evacuation plan for areas within lava zones 1, 2, 3, 4, and 6, including South Kona and Kāʻu districts.

Requires submission of the preliminary draft evacuation plan to the Legislature no later than twenty days before the convening of the Regular Session of 2023.

Cites the threat posed by Mauna Loa, which has erupted 33 times since 1843 and poses risk to South Kona and Kāʻu communities, and Kīlauea volcano with potential threats to Hawaiʻi Volcanoes National Park and the Kāʻu district.

Notes that a prior Senate Resolution No. 51 (2021) made a similar request but the Hawaii Emergency Management Agency reported staffing issues preventing adequate response.

Directs certified copies of the resolution to be transmitted to the Director of the Hawaii Emergency Management Agency, Mayor of the County of Hawaiʻi, and members of the Hawaiʻi County Council.
