Requests the State Auditor to conduct a performance audit of the Hawaii Information Portal, a state payroll system modernization project completed in January 2019 that replaced a 50-year-old legacy paper-based system.

Directs the audit to include assessment of procedures used by the Department of Health and Hawaii State Hospital relating to the Hawaii Information Portal system.

Requires the Auditor to submit a report with analysis of the system, assessment of relevant department procedures, recommendations for further actions, and any proposed legislation no later than 20 days before the 2023 Regular Session convenes.

Audit is prompted by numerous reported complications from the system transition and at least one formal complaint substantiated by the Office of the Ombudsman against the Hawaii State Hospital and Department of Health.

Directs certified copies of the resolution be sent to the Auditor, Comptroller, Director of Health, and Administrator of the Hawaii State Hospital.
