Request the State and City and County of Honolulu to establish a working group to address stream maintenance across multiple jurisdictions on Oahu.

Working group must produce a comprehensive list of all streams on Oahu with ownership and maintenance responsibility information.

Working group shall evaluate advantages and disadvantages of private stream ownership and recommend whether streams should be transferred to public ownership or remain private.

Working group must develop a maintenance schedule for all Oahu streams, identify necessary funding and staffing resources, and improve communication with private stream owners about maintenance responsibilities.

Working group co-chaired by the Chairperson of the Board of Land and Natural Resources and Director of City and County of Honolulu Department of Facility Maintenance, with report due 20 days before the 2023 Regular Session, ceasing operations June 30, 2023.
