Request the State Auditor to conduct an audit of harbor inspection procedures at state departments for shipping containers to prevent illegal fireworks importation.

Audit must review current harbor inspection procedures for illegal fireworks in out-of-state and interisland cargo, and describe implementation status of recommendations from the January 2011 Illegal Fireworks Task Force report and the 2019 Legislative Reference Bureau update.

Over 99% of Hawaii's approximately 200,000 annual shipping cargo containers arrive through state commercial harbors, but only a small fraction are inspected by government agencies.

Auditor must provide recommendations and proposed legislation to reduce illegal fireworks importation and submit findings to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Transmit certified copies of the resolution to the Auditor, Director of Transportation, Director of Agriculture, Director of Public Safety, and Police Chiefs of the City and County of Honolulu and the counties of Hawaii, Kauai, and Maui.
