Hawaii State Energy Office requested to convene a working group to examine barriers to installing electric vehicle charging systems in multi-unit dwellings and recommend statutory or regulatory changes to facilitate installations.

Working group to examine installation barriers, whether state statute and rule changes could provide solutions, whether technical guidelines should be established, cost recovery and capacity management solutions, and management recommendations for shared-use charging systems.

Working group membership includes representatives from Hawaii State Energy Office (chair), Commerce and Consumer Affairs, Public Benefits Fee Administrator, City and County of Honolulu Department of Planning and Permitting, Community Associations Institute Hawaii Chapter, electric vehicle charging industry, non-profit transportation electrification organizations, Hawaiian Electric Company, and Kauai Island Utility Cooperative.

Working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.
