Requests the Department of Education to establish programs and educational opportunities focused on increasing media literacy and promoting digital citizenship for students.

Defines media literacy as the ability to analyze, evaluate, access, and create media, and digital citizenship as encompassing five competencies: inclusive, informed, engaged, balanced, and alert.

Directs the Department of Education to incorporate best practices, resources, and models for grade-appropriate instruction in media literacy, digital citizenship, and internet safety across kindergarten through grade twelve.

Emphasizes instruction should be integrated into every classroom and curriculum content area to prepare students for living and working in the digital world.

Requires transmission of a certified copy of the resolution to the Superintendent of Education.
