Requests all public utilities holding a certificate of public convenience and necessity from the Public Utilities Commission to provide a 50% rate discount to retired senior citizens.

Applies to electricity, water, gas, telephone, and telecommunication services provided by regulated utilities.

Directs the Public Utilities Commission to assess utility compliance and determine if additional legislation is needed to ensure retired senior citizens receive the 50% discount.

Requires the Public Utilities Commission to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2023 Regular Session convenes.

Mandates distribution of the resolution to the Director of Commerce and Consumer Affairs and all public utilities holding certificates of public convenience and necessity.
